The RijnlandRoute is the new road connection between the A4 and Katwijk in the Netherlands. This new provincial road is a response to the current lack of a good east-west connections in the region and the increasing traffic on the N206 through the cities of Katwijk and Leiden. The Aesthetic Program of Demands (EPeE) translates the project’s ambitions about spatial quality and design into a quality framework and requirements.

The RijnlandRoute presents some notable challenges. The provincial road is interwoven with the A4 and A44 highways and crossing fragile landscapes. In addition, the route cuts through the urban areas of ​​Leiden, Voorschoten, Valkenburg and Katwijk. The design is therefore discreet and subordinate to the landscape.

Based on the expertise in infrastructure design, NEXT formulated the quality framework for spatial quality for the province of Zuid-Holland for this large-scale project around Leiden. The most prominent part is the drill tunnel of approximately 2.5 km connecting the A4 and the A44 under the Papenwegse Polder and Oostvlietpolder. The Aesthetic Program of Demands (EPvE) is a contract document for the tender and serves as a testing framework for the quality-team and the five welfare committees of the municipalities concerned. In 2015 the main part of the contract was formulated, followed in 2017 by the part for the N206 on the side of Katwijk and Valkenburg.
